Though I could swear Fedora Packaging Guidelines still asked for the tag to be specified, I cannot find the requirement anywhere now. Perhaps it's been removed already. But please be consistent. The -devel subpackage does have a Group tag. I suggest you extend the %description for the main package a bit.
