I had submitted it for review previously, but the Rust SIG wants to package it using ranged dependencies, which I don't believe is available ina released version of RPM yet. Even when it is (F28?), it is doubtful to ever be available on RHEL, so I'll keep that COPR going everywhere it makes sense.
