Description: Opam is a source-based package manager for OCaml. It supports
multiple simultaneous compiler installations, flexible package constraints, and
a Git-friendly development workflow.

This replaces the previous (dead) review for opam.
The only dependency currently missing from Fedora Rawhide is ocaml-cmdliner.
The unit tests didn't run when I built the package in copr, so I've turned them
off for now. (They worked fine when I built locally using rpmbuild).
