Ok, I tested ffmpeg-3.3.4 compiled against this stripped library and I don't
think it's a good idea to have this in Fedora at all. Playback of the reference
HE-AAC file (https://www2.iis.fraunhofer.de/AAC/SBRtestStereoAot29Sig2.mp4) is
wrong with ffplay -acodec libfdk_aac (compared to FFmpeg's built-in aac
decoder). In my opinion, until we can include the unmodified code, it makes no
sense for Fedora to ship it.

I'm attaching two wave files produced from the above mp4 file with:
ffmpeg -c:a libfdk_aac -i ./SBRtestStereoAot29Sig2.mp4
./SBRtestStereoAot29Sig2-fdk_aac-stripped.wav

ffmpeg -i ./SBRtestStereoAot29Sig2.mp4 ./SBRtestStereoAot29Sig2-aac.wav

You can hear the difference yourselves (top frequencies are not decoded and
simply missing in the first case).
