A "bill of materials" POM for Jackson dependencies.

Other Notes:
This package also contains a new "base" parent pom for internal jackson
components -- since jackson 2.9.2, upstream are gradually moving from the old
parent pom to this base pom so this review blocks the update of the Jackson
stack to modern versions. There's a chance that the old parent pom might go
away in the future.
