You need to specify arch, version and release:
Requires: speech_tools-lib%{?_isa} = %{version}-%{release}
- Be more specific here:
%files lib
%{_libdir}/*

Versionned .so must be in the lib package but unversionned .so must be in the
devel packge
- Clean up the %changelog: separate entries by a line, add your email between
