Made changes to simplify the dependencies for the time being, while the
upstream changes in pam, selinux-policy, and setup make it to stable.

The workaround is to use a symlink linking from `/etc/motd.d` to the location
in `/run/console-login-helper-messages` where the MOTD is generated. This means
the package can rely on the upstream version without the backported patch for
pam_motd; it is easier to rely on this version for now.
