I've read up on bash completion, and corrected/simplified the spec there.

This also fixes the "Package owns /etc" problem.


I removed the manual dependency on python2-setuptools.


I don't really care about stray shebangs in non-executable files. These files
shouldn't be executed; the upstreams are free to add whatever comment they want
on the first line.
(Do you think this attitude is wrong?)
