I also added (noreplace) as advised in the reference that you gave. %check is gone as suggested as it's meaningless. I was a bit worried about /etc/wlogout being orphaned - at least in my reading of https://docs.fedoraproject.org/en-US/packaging-guidelines/UnownedDirectories/ - so I have listed /etc/wlogout under %dir and the individual files under %config.
