RCS is an old but very lightweight revision control system.  It's a GNU
project, the main page being at https://www.gnu.org/software/rcs/ .  It was a
core part of RHEL up to and including EL7, but was dropped for EL8; hence the
desire to see it come back via EPEL.

There is an open bugzilla request for RCS in EPEL, at
https://bugzilla.redhat.com/show_bug.cgi?id=1867496 , and the existing
maintainer has indicated that a co-maintainer would be acceptable.

This is my first package and I need a sponsor.  I have in fact already had an
offer (thanks, Michel) but the guidelines for doing this say I should mention
