"License: GPLv2+ or Ruby" <- I think you should probably pick one Also, quickly checking the src.rpm, with rpm -qpl I get error: rubygem-heroku-1.14.8-1.fc14.src.rpm: not an rpm package (or package manifest) Perhaps you might want to check this url?
