This is a weak dependency for the python-ryu package, which I am in the process
of rehabilitating after it was orphaned and FTBFS.
This package was previously in Fedora as a Python-2-only package and was
retired. This review is for unretirement with a completely rewritten
Python-3-only spec file. A releng ticket for unretirement and adoption will be
opened once the re-review is completed.
