It is present in RPM Fusion package. I split libavdevice to a separate package
based on user request:

No, they shouldn't. _isa is always defined as long as rpm is installed:

$ grep _isa /usr/lib/rpm/macros
%_isa                   %{?__isa:(%{__isa})}%{!?__isa:%{nil}}
$ rpm -qf /usr/lib/rpm/macros
rpm-4.17.0-4.fc35.x86_64
