Blocking on FE-legal, because the license is not a standard one. It is the
OpenFlow license, and there has been some discussion already here:

Key points:

- The last clause (about promotion) is exactly the same as the last clause of
the W3C license, which is OSI-approved.

- Ubuntu, Debian and openSUSE already package this.

- OpenVSwitch is already part of Fedora and RedHat, and contains this same
license as part of the OpenFlow headers, but apparently it was never cleared
before?
