On further look, the dummy-test-package-* packages are automatically bumped by
the CI every few minutes or so, so I'm not sure if adding EPEL branches there
would be appropriate. They're also slightly different than what I had in mind
here, which was a package with essentially a fixed version/release that would
just get removed and reinstalled periodically.
