One option is to just build the RPM package in your upstream CI against the
versions of Fedora/CentOS Stream/whatever you wish to support. You can setup
integration with COPR, use the Packit tool which seems to be gaining
popularity, or some sort of homegrown solution. If you go with the third
option, I think it's possible to run mock in Gitlab CI if you enable privileged
mode for the container and pass `--isolation=simple` to mock.
