Yes, it is. Just because other people ignore Fedora rules doesn't mean they're
not there:

https://docs.fedoraproject.org/en-US/packaging-guidelines/#bundling

In particular:
> "All packages whose upstreams allow them to be built against system libraries 
> MUST be built against system libraries."

TL;DR: If possible to do so, packages must be built without bundled / vendored
dependencies. This is not a Rust-specific rule.
