I'm not sure this makes sense to be noarch, given that it's only useful on
architectures that sd-boot is available on. The reason grubby can be made
available everywhere is that it supports non-EFI platforms and multiple
bootloaders.

Also, how is it that sd-boot hasn't been split out of systemd-udev yet? That
was supposed to happen a long time ago...
