The Unicode Consortium file used for testing does not affect the contents of any binary RPM, so according to https://docs.fedoraproject.org/en-US/packaging-guidelines/LicensingGuidelines/#_license_field, its license does not need to appear in the License tag: "The License: field refers to the licenses of the contents of the binary rpm."
