Hi reviewers! GNU Rush can be used to provide limited remote access to servers.

I've noticed that rush is not available in Fedora nor EPEL yet. As we're moving
from the scponly to rush on some of our production systems at Stanford, I
propose to maintain rush in Fedora and EPEL 9. Please review the attached
specfile and let me know if anything can be improved.
