Can you see what gnome-software says if you a) set enabled_metadata=0, and b)
remove the enabled_metadata line.  I looked around a bit; I do not know the
current status, but historically at least, it seems like enabled_metadata=1
was/is ignored by dnf, but not reported as an error.  Then software higher up
the stack checks for it; I saw references in gnome-software history and in
PackageKit history, but no clear commentary on how it is supposed to work.

What happens here if enabled_metadata=0 or is deleted entirely?
