The issue I had was more that there is a circular dependency: `backports.tarfile` -> `jaraco.test` -> `jaraco.context` -> `backports.tarfile` Here is where `jaraco.test` is used: https://github.com/jaraco/backports.tarfile/blob/v1.2.0/tests/compat/py39.py#L9.
