I also noticed that %post automatically enables and starts the installed
service, not sure if that's right. I think this causes the workarounds you need
to do in %pre.

Please take a look at
https://src.fedoraproject.org/rpms/cronie/blob/rawhide/f/cronie.spec#_124 and
use %systemd_post crond.service
