I am not affiliated with NVIDIA and cannot comment on CUDA packaging.

From the CuPy project's perspective, we would prefer the package names
`python-cupy-rocm` and `python-cupy-cuda` (once CUDA libraries are available
for Fedora) to provide the best user experience. At least as of now, CuPy is
used primarily with CUDA, so I believe it is surprising to users that running
`dnf install python-cupy` installs the ROCm build.
