Three months later, the situation has not improved - rather, the fact that
aws-lc-sys / aws-lc-rs crates are not available in Fedora is causing more
friction, if anything.

I've refreshed the packaging for the latest version (v0.37.1, corresponding to
AWS-LC 1.67.0). It also appears that forcing the build system to regenerate all
bindings and avoiding pre-built objects and assembly is easier now, so the
patches are a lot simpler than they used to be.

I adapted the License tag for some code under aws-lc/third_party that was not
accounted for (and is not accounted for in the upstream Cargo.toml
package.license), notably, s2n-bignum is "Apache-2.0 OR ISC OR MIT-0" and
jitterentropy is BSD-3-Clause.
