Pure Rust implementation of the Password Hashing Competition (PHC)
string format which is used for storing password hashes.

This is a new dependency for rust-password-hash v0.6.1, which is required for
rust-pbkdf2 v0.13, for which release monitoring never opened a bug, and
therefore indirectly for rust-zip v8.6.0.
