The tl;dr version is that before you get sponsored, you should demonstrate
familiarity with the Packaging Guidelines.
Best way to do this is to make a few "mock reviews" of other packages.

In the meantime, join the devel mailing list and send an introduction message.
Mention that you're looking for a sponsor.
Creating a Matrix account, joining the Fedora Devel room and looking for a
sponsor there is also a good idea.

Once you find someone willing to take you on board, they'll guide you the rest
of the way.
