Configuration file for rust2rpm

Spec URL: https://music.fedorapeople.org/rust-maybe-owned.spec
SRPM URL: https://music.fedorapeople.org/rust-maybe-owned-0.3.4-1.fc44.src.rpm

Description:

Provides a `MaybeOwned` (and `MaybeOwnedMut`) type similar to std's
`Cow` but it implements `From<T>` and `From<&'a T>` and does not require
`ToOwned`.

Fedora Account System Username: music

This is needed for uv 0.12.4 → tar-codec → archive-trait → cap-std →
cap-primitives → maybe-owned.

This is a review for unretirement; a previous rust-maybe-owned package was
retired four years ago as “no longer needed.”
