However, in my interpretation of the issue, the restriction is like Neal said, on the participation of individuals from countries with export controls. The issue has to do with outbound software, like our packages distributed in our own repos and servers, not about inbound software which we package. I think you can read the nature of the export control laws and come to the same conclusion. I am unaware of any instances where we have enforced export control policy on inbound software, since open source software licenses deal with the code and inbound software does not come with any ties to a particular country of origin. IMHO, this is what open source licenses handle and deal for us. I don't see export control policy having any effect on any conversation here.
