A new dependency for current versions of opendal-reqsign (rust-reqsign*).

The current reqsign release depends on the mea crate, but mea was renamed to
asyncband when it started incubating at the Apache Software Foundation. Since
porting reqsign from mea to asyncband was trivial
(https://github.com/apache/opendal-reqsign/pull/868), and the mea crate is now
deprecated, it makes sense to start by packaging rust-asyncband and trivially
patching reqsign until the next release.
