Whatever tutorial you've been following, it's wrong. You don't need to add anything to ~/.rpmmacros or any other file. For reference, these seem to be the default values for RPM in F15 (/etc/rpm/macros.dist): %fedora 15 %dist .fc15 If/since you're not packaging for EPEL 5, the explicit pkgconfig requirement on the devel package is unnecessary.
