The tarball is not at the usual place yet. Could it be copied to

  - http://bits.gluster.org/pub/gluster/glusterfs/src/glusterfs-3.13.1.tar.gz
    (maybe its there, but I get a 403 error message)
  - https://download.gluster.org/pub/gluster/glusterfs/3.13/ + subdir
