I created a new vm from the template manually, and this is what I have for 
drive space:
ubuntu@ubuntu-1604:~$ df -h
Filesystem      Size  Used Avail Use% Mounted on
udev            2.0G     0  2.0G   0% /dev
tmpfs           396M  5.7M  390M   2% /run
/dev/sda1        16G  1.4G   14G  10% /
tmpfs           2.0G     0  2.0G   0% /dev/shm
tmpfs           5.0M     0  5.0M   0% /run/lock
tmpfs           2.0G     0  2.0G   0% /sys/fs/cgroup
tmpfs           396M     0  396M   0% /run/user/1000

It looks like I have plenty of room on any of the partitions. I've opened a 
new issue here <https://github.com/hashicorp/packer/issues/5796>.
