I was expecting this build to work based on the documentation for Packer -> https://www.packer.io/docs/builders/qemu.html
Xen uses a forked version of Qemu. We've never tried to build for Xen before but had assumed that it would work correctly. But per discussion on the Xen Mailing list and in issue #7349 ( https://github.com/hashicorp/packer/issues/7349) since xen moved their tool stack to using the xl framework qemu is no longer able to start a domain by itself, especially if the domain is using HVM. Based on what I've found, unless someone else has a different experience, it appears that Packer can no longer build for Xen. A separate plugin that uses the xl tool set would probably need to be written.
