This is not currently implemented for vsphere-clone. If you need to upload files, you may be able to upload them via the file provisioner. Otherwise, if you need the floppy functionality, open a feature request over on the Packer github and we can take a look at getting it added. It would probably be a good first issue for a new contributor.
