Seems your ESXi access is sorted, I did a bit of google and noticed the error you are getting, it is likely that is because of a corrupted VM Definition So would recommend you to look first into the definition of your vmx_data, In regards this, I did create one a long time ago, you can use that as a baseline, if helps https://github.com/macgahe/packer/blob/master/Vm-Template.vmx But to avoid getting into too much trouble.. will start with a working Packer JSON file .
