Start by reading the developer's guide on 'supporting a new switch'. Best is probably to modify the lib/pf/SNMP/Dlink/DGS_3100.pm file directly. Inspire yourself from an existing module that does port-security like: lib/pf/SNMP/LG.pm. Do not hesitate to ask further questions on the -devel list or on IRC (#packetfence on freenode.net).
