You could do something but then you'll need to support Windows, OSX,
Linux, iOS, Android, Blackberry OS, Xbox, PS3, Wii and PSP.. oh and
probably QNX, OS/2 maybe?

Bottom line is: it's an intractable problem to try cover client-side
stuff. So we are not spending time on it.

That said, nothing prevents you from doing your own "Windows only, I
ping google.ca and if it doesn't reply I show a popup" application.
