Could you please post the following files so that we have more info:

/usr/local/pf/logs/error.log
/usr/local/pf/logs/admin_error.log
/usr/local/pf/logs/packetfence.log (at least the section showing the 
PacketFence start process)
/etc/sysconfig/iptables
