Dear Regis
Thank you for your answer, last Friday when I post this problem I try to 
looking what is the problem, well it seem because my iptables configuration 
still use the old ip assignment when I disable for temporary my iptables the 
registration page is back.

Thank you very much Regis your answer will be help me if someday I face this 
problem again.
