I would ask what the meaning of error below..

    ERROR: Can not connect to switch 172.16.10.45 using Telnet

 

I try to compare 172.16.10.45 with other switch but all configuration
seem like already same..

I try to telnet 172.16.10.45 from PacketFence console it works..,it show
cisco mod banner..
