Translation is only possible for the user-facing Captive Portal not the 
Web Administration.

The Captive Portal has so far:
$ ls conf/locale/
en      es      fr      it      nl

We would like to add the ability to translate the admin but we might 
rewrite the whole thing before it happens because it's a big pile of php 
with nested html right now :(

Yes we are! Translate the strings in the following file:

and send us the file.
