The IP to MAC translation doesn't seem to work.

Are you sure that the DHCP is served by PacketFence in the registration 
VLAN?

If so, make sure that a pfdhcplistener runs on the interface where the 
DHCP comes in (normally this should be done automatically).

If you don't want PacketFence to run the DHCP in registration, you need 
to send DHCP information to the PF server and have a pfdhcplistener 
listen. Recommended way is using IP-Helpers but you can do a SPAN or any 
other mean.
