Hi Daniel, pfcmd is located under /usr/local/pf/bin ( cannot be called directly from anywhere unless you add the /usr/local/pf/bin in your path )
and there's no pid in your status... please, try /etc/init.d/packetfence start - service packetfence status should normally report some pid, in your case, all of them = 0 ! Still not working after this ?, take the packetfence.log file and send it to me...
