Is the DHCP traffic from your production VLANs reaching the PacketFence 
server with a pfdhcplistener daemon listening on it?

Active / inactive is a legacy from the time where PacketFence was only 
inline (ARP / DHCP modes). It would need some love to be accurate again 
as no explicit inactivity detection has been developed for the VLAN 
isolation mode.
