No, although maybe unexpected, everything is performing as it should.

action autoreg registers the device period. The vlan= parameter has no 
effect on it. It is only relevant to the 'trap' action.

Either have a violation with trap and vlan=customVlan1 or when you 
autoreg the device make sure that it's assigned to a category and that 
the category assigns a VLAN accordingly. More info on how to do that is 
available in the admin guide under advanced or FAQ (can't remember right 
now).
