first, make sure you're define one parameter per line... having 3 
parameters on the same line make apache some weird errors sometime...

  '' aka: one per line : AuthUserFile %%install_dir%%/conf/admin.conf 
AuthGroupFile /dev/null   AuthName "PacketFence Authentication"  ''

Next, check in /usr/local/pf/conf/admin.conf if there's any users listed 
in this file... if not, create this file with the htpasswd command...

You can also check in the logfile for more details regarding this errors 
( /usr/local/pf/logs/admin_error_log )
