If you want captive-portal, registration and isolation: Yes.

For 'isolation' and 'registration' VLANs use the DHCP/DNS infrastructure
we provide (because we do some tricks for the captive portal and to
support routed environments).

For your regular production VLANs, just make sure that PacketFence has
no reason to offer DHCP on it (through configuration) and you should be
good to go.
