According to our documentation: http://www.packetfence.org/documentation/pod/SNMP/Cisco/Catalyst_2950.html The minimum required firmware version is 12.1(22)EA10. I would have expected EA13 to work.. Can you try EA10 or maybe something newer? Let me know of your findings because I will document EA13 as broken if you are sure that it doesn't work.
