 First - thanks for writing such a great piece of software.

I about going to deploy it in a small college network building. They
do not have Active Directory or a radius server for the people who
will be using this network (students who will be there for a few
months only).  The main point of the network will be to match IP
addresses to mac to user who registered.

They have 2 supported switches and a supported Cisco AP.

In my test lab I have it setup with a Cisco switch using local
authentication (htpasswd user file) and that works great. I also got
the AP mostly working (created a public ssid to register using captive
portal and then a secure ssid following PF Network Devices
Configuration Guide). However I think the secure ssid is only using
mac filtering.

Have I done this right?

Does the guide want me to have a 2nd radius server for auth?

Is there a way to use radius (on the packetfence server as they do not
have another) for authentication?
